Our mission is to provide a developmentally appropriate program designed and implemented by educated and experienced teachers to stimulate the young mind.  Provide an environment where children will play with a purpose to learn to their full potential.  Collaborate with community programs to offer support for the whole family.

Family relationships are a key component in our program.   The center will strive to make appropriate arrangements, when all possible, to meet family’s specific needs regarding cultural and language.  (Per statement in the Parent Handbook)

ABSENT FEE

 

1.       If your child is unable to attend on a scheduled day for whatever reason, you will be charged ¾ of your regular day fee.  If you know in advance that your child will not be in attendance, please inform us as soon as possible.  You must call by 8:15 a.m. on the day that your child will not be in attendance to qualify for this ¾ rate.  Full charge according to your assigned rate will occur if you do not call by 8:15 a.m.

 

 

 

REQUIREMENT FOR ADMISSION

 

 

 

1.      A child must be 2-9 years old for the day program and 2-9 years old for the night program.

 

2.      An application form must be completed and returned to Janesville Community Day Care, Inc. at least 1 week before the intended day of enrollment.

 

3.      A deposit fee, the registration fee, as well as the first week’s tuition must be paid at the beginning of the first day of enrollment.

 

4.      Health examination

 

a.       Except for a school-age child, each child 2 years of age and older shall have an initial health examination not more than 6 months prior to nor later than 6 weeks (per NAEYC accreditation) after being admitted to the center, and a follow-up health examination at least once every 2 years after admission.  The health examination report shall be on a form provided by the department and shall be signed and dated by a physician, physician assistant, or health care provider.

 

b.       The health examination requirement does not apply if the parent of a child requests in writing that the department grant an exemption based upon the parent’s adherence to religious belief in exclusive use of prayer or spiritual means for healing in accordance with the teachings of a bona fide religious sect or denomination.

 

5.      A current immunization form must be signed and returned before the child’s first day of attendance.

 

6.      It is mandatory for you to make an appointment with the director to review center policies and to observe the center program.  Should you wish to visit the program thereafter, you need not make an appointment.

 

7.      A minimum of 2 days per week enrollment is required.

 

8.      The following supplies need to be given to day care personnel at the beginning of the first day of attendance.

 

a.       2 boxes of facial tissues

b.       1 package of napkins

c.       Paper Cups-5 oz.

d.       Toothpaste with fluoride

e.       Toothbrush & toothbrush cap to cover bristles

f.        Extra set of clothing

g.       Diapers and wipes if applicable

CHAIN OF COMMAND

 

In order for an agency to run smoothly and according to policy, it is necessary to honor a chain of command.  The chain of command at Janesville Community Day Care Center, Inc. is as follows:

If you have a concern, please talk to the teacher.  If you feel you need to discuss the issue further, please contact the director.  If she is unable to work out a solution, please contact the Executive Director.  If she is unable to work out a solution within a specified time frame, you and the Executive Director, together, may talk with the Board of Directors.

CHAPERONES FOR FIELD TRIPS

 

All chaperones for Janesville Community Day Care Center, Inc. shall be subject to a background check and anyone who has criminal convictions for “assault of any nature, physical abuse or neglect” of a minor (as defined by Wisconsin Statutes) or for crimes that require registration with a state sex offender registry shall be denied the opportunity to serve as a chaperone for this facility. We ask that anyone wanting to volunteer as a chaperone inform the facility in writing in advance of the planned trip in order to allow time for the background check. Chaperones are to follow the center policies at all times during field trips for the safety of the children.

CHILD GUIDANCE

 

Disciplinary Measures

In order to create a positive environment for your child & to maintain a healthy self-esteem for your child, we use behavior modification discipline techniques. Our Guidance policy is designed to help a child develop self-control, and respect for the rights of others.  The following guidance techniques are used at Janesville Community Day Center, Inc.

1.        “Redirection” meaning directing a child’s attention to a different activity

2.        Time-outs meaning removing the child from the situation in a non-humiliating manner and placing the child in a designated location in order to interrupt the child’s unacceptable behavior, 1 minute per the age of the child (4yr.= 4 min.), this is used for children 3 & up.

3.        Positive reinforcement is used throughout the day.

4.        Actions, which are humiliating or frightening to the child such as; spanking, hitting, pinching, shaking, verbal abuse, or threats are not used when guiding the child.

5.        If a child continually does not respond to the above techniques a conference will then be scheduled with the parent to discuss the problem.  A behavior plan will then be designed by the parent, teacher and director to be used.

6.        Discharge:  May occur due to:

Determination by the Executive Director that the presence of the child

a.        Is detrimental to him/herself or the group.

b.        Will overtax the resources of the teachers, the facilities and other children in the classroom

c.        May be detrimental to his/her health and welfare or that of other enrollees.

d.        A child may also be withdrawn from the center after the following procedure has been met:

Step 1-- A phone conference between the Executive Director and other pertinent staff takes place with the parent(s) or guardian(s)

Step 2-- An onset conference with the Directors and other pertinent staff takes place with the parent (s) or guardian (s).  A plan will be set up during the conference, if it is a reasonable solution to the problem.

Step 3--If the plan fails to resolve the problem and/or if a,b,c, as above described apply, notification of discharge will be given to the parent (s) or guardian (s).

CLOTHING

 

1.       Clothing that is removable, such as sweaters, shoes, snowsuits, and boots that are brought to the Center must be marked with your child’s name.

                                                                                                                                                                                                                                                           

2.       Dress should be comfortable and suitable to the weather and for playing.  We recommend tennis shoes and NOT sandals.

 

3.       The following should be brought to the Center on your child’s first day of attendance with his or her name on them:

a.       1 pair of socks

b.       1 pair of underwear

c.       1 shirt

d.       1 pair of pants or shorts

e.       Sweater or sweatshirt is optional

DISCHARGE

 

1.       Non-payment of fees

 

2.       Failure to comply with the stated policies of the Center and / or disruptive or abusive behavior by a parent/guardian or authorized representative to the Day Care Center and its staff.

 

3.       Determination by the Center that the presence of the child is detrimental to his/herself or the group.

 

a.        Will overtax the resources of the teachers, the facilities and other children in the classroom.

b.        May be detrimental to his/her health and welfare or that of the other enrollees.

c.        A child may also be withdrawn from the Center after the following procedure has been set.

 

Step1- A phone conference between the Executive Director & other pertinent staff takes place with the parent (s) or guardian (s).

FEES

d.       Payment for such is expected within the week incurred.

Continued violation of this policy could result in removal of your child from the Center.  Anyone receiving Tuition Assistance or W2 Funding will be assessed full charge for any late pickup.

FIELD TRIPS

 

Field trips are planned for each age group.  The parent/guardian will be required to sign a consent form before the day of each field trip.  A charge for field trips is from time-to-time assessed. Assistance is available upon request from the director and according to need as well as availability of funds.

HANDICAPPED PARKING

 

According to law, our facility must provide one parking space for Handicapped individuals.  You will note that such a space has been designated for this purpose near the front door of the building.  There is a sign provided plus yellow line and blue paint within the area designated for this purpose.

HOURS OF OPERATION

 

 The center is open from 5:15 a.m. until 7:00 p.m. Monday through Friday. A child may only receive 12 hours of care in a 24-hour period of time per state regulations.

ILLNESS

Per State Licensing:

“Parent or other designated responsible persons when parents cannot be reached shall be contacted as soon as possible after illness is discovered.  Arrangements shall be made for the exclusion of the child from the Center”.

 

1.      Before enrollment, it is your responsibility to make arrangements for other childcare should your child become ill.  Bringing him/her to the Center, in addition to prolonging the illness increases the dangers of it for the child and exposes other children to the illness.  An ill child must be picked up within 1 hour per the centers call or arrangements must be made with the Executive Director or Assistant Director. Failure to do so will result in a call to the following person/s on your pick up list. We are aware that some of you are unable to leave work, however, you should have several others on call for this purpose.

2.      According to regulations a child is unable to be at day care if he/she has one or more of the following:  inability to function with a group, sore throat, inflammation of the eyes, fever (100 degrees), lice (NO nits allowed), ringworm, unexplained rash, vomiting, diarrhea (2 uncontained episodes) or other condition having the potential to affect the health or well being of other persons at the center. 

3.      Please notify the Center as soon as possible if your child has been diagnosed with any communicable disease so that the center can take the necessary precautions to eliminate the illness from the center and so the illness can post in accordance with licensing regulations, when necessary.

IMMUNIZATIONS:

 

A record of immunizations for each child is required to be on file by the first day of attendance.  This record needs to be updated as immunizations are given.

INCIDENT REPORTS

 

Parents will receive an incident report if a child sustains a minor injury.

 

A serious injury will be reported to the parent immediately. If the child receives medical attention please inform the center as soon as possible.

All incidents (injuries) are recorded in an injury logbook, which is kept on the premises.

MEDICINE

 

1.      “No medication shall be given to a child except upon written permission of the parent and physician.” This means that medicine will be given when:                                                                                                                                                                                                                                                           

1.        Medicine is in the original container which includes:

a.        Doctor’s Name

b.        Child’s Name

c.        Prescribed directions

d.        Date

2.        When the parent or guardian signs and dates a medicine slip daily (NO EXCEPTIONS)

 

2.      Medicine Logs are maintained at the Center—one in each classroom. 

 

3.      It has been brought to our attention that some medication obtained from doctors may be distributed for your child in tablet form and will be individually sealed.  It is necessary for us to make certain that you bring the following when wish to bring only one dosage, it must be sent in the original container having the following information:

 

A.     The prescription box or bag from the pharmacist with the child’s name on it, as well as the doctor’s prescribed directions for giving the medication.  I

 

4.      Medicine brought without a prescription will not be given unless you have a written note from your doctor.  Such medicines include, but are not limited to Tylenol, aspirin, and cough medicine. 

5.      Parent-provided sunscreen, will be allowed with written authorization signed and dated by the parent.  The sunscreen must be in the original container with child’s name labeled on the container. 

Lotions, powders or salves will be applied to a child during diapering Only at the specific written direction of the child’s parent or the child’s physician.

MISCELLANEOUS INFORMATION

 

1.        Our Executive Director, Assistant Director, or Infant Director will be happy to discuss any questions or problems you have either by phone, or in person.  Please avoid trying to talk at length with a teacher about your child or a problem while he/she is caring for other children.  Brief conversations are acceptable.

 

2.        Parents are expected to pick up children according to arranged scheduled times.  If there should be an unavoidable delay notify the Center Director as soon as possible.  An adjustment of rate will need to be made should the number of hours exceed your assigned rate.

 

3.        It is urgent for the safety and protection of your child that you completely understand and abide by our rule concerning who may take your child from the Center:

 

A.     Our Rule is:  Your child will not be allowed to leave the Center with any person not listed on your application form unless you personally otherwise notify the Center.

 

B.     We will not release your child to a person who comes and tells us he/she is to pick up your child.  In the past we have had to phone several parents to verify and attain permission for release of their child.  We are certain you realize that having to do this does cause a problem for the following reasons:

 

a.       The person coming for the child is embarrassed.

b.       The person coming for child becomes irritated.

c.       It is time consuming and inconvenient for us to try to find you.

d.       It would be inconvenient for you if we could not reach you, as we would not release the child until we had verbal confirmation directly from you or an authorized person.    

 

4.        If for any reason you will not be at your job or school site, please let us know where to locate you or who to contact in your place in case of emergency or in case your child becomes ill.

 

5.        If you are:

1.     Divorced

2.     Separated

3.     A foster parent

4.     A legal guardian

Please complete the application forms concerning this matter. You will also need to place on file at Janesville Community Day Care Center, Inc. a document or court order, which specifies visitation & custody arrangements.

 

6.        In order to protect the safety of the children at our facility, any parent, stepparent, guardian, or other caregiver for a child who has been convicted of a crime that requires registration with a state sex offender registry will not be allowed on the grounds of Janesville Community Day Care Center, Inc. for any reason.  Parents, stepparents, guardians, or other caregivers who may be listed on the child’s application as having permission to leave with the child or who may drop off the child are subject to a background check, and may be denied access to the facility and grounds based upon the reasons stated above.  A background check will consist of checking the Wisconsin Sex Offender Registry and the Wisconsin Circuit Court Access Consolidated Court Automated Program, which are public records.  If you have questions regarding what constituted as sex offender registry crimes, you may inquire with the Executive Director for additional information.

OUTDOOR POLICY

 

Children will be permitted to play outside in the care of a child caregiver unless the temperature is above 90 degrees with the heat index, below 20 degrees with the wind chill, or when the weather or ground conditions in our opinion are adverse.  If you do not want your child to participate in outdoor activities bring a signed note from a physician stating this.

PARENT RESPONSIBILITY

 

For the safety and protection of your child(ren), parents are expected to bring their child into the building and see that the child is under supervision of a teacher before leaving the premises.

PARTY/INVITATION POLICY

 

1.       We know that you are aware that children are little people and like older people they have feelings and that sometimes their feelings are hurt unintentionally.  In order for us to keep within our philosophy to create positive environment for your child, to maintain a healthy self esteem for your child, and in order for us treat each child equally, we must ask your co-operation in not sending birthday/other invitations through cubbies, or allowing your child to bring a gift (small or large) for only one or two children.

 

2.       Our policy is: ABSOLUTELY no invitations, gifts, (unless one for every child) will be issued, allowed, or given through Janesville Community Day Care Center Inc. This will be enforced strictly without exception.             

 

3.       Should you be interested in sending invitations we will be happy to assist you.  If you wish to obtain addresses or phone numbers of your child’s friend (s) you may give office personnel a written note concerning this request, allowing one (1) week’s time for preparation. This notice is necessary in order for us to check authorization forms for each child.  No information will be given verbally, nor will teachers be able to give you any information.

 

4.       Janesville Community Day Care Center, Inc will not release the addresses or telephone numbers for a child whose parent, stepparent, guardian or caregiver has not authorized the release in writing.  No information will be released to or from any parent, stepparent, guardian, or caregiver who Janesville Community Day Care Center Inc. knows has criminal convictions for crimes that require registration with a sex offender registry.

 

 

 

 
PAYMENT POLICY

 

1.       All fees must be paid by the week for the week they are incurred. A zero balance must be maintained every week for your child to remain in the Center. Example:  4/9-4-13 week should be paid during the 4/9-4/13 week.  Any account paid by the month or bi-monthly must be paid in advance.  This policy is strictly enforced

 

2.       A deposit fee of one week’s tuition is required on the first day of enrollment.  This deposit will be applied towards the last week of the child’s enrollment, if the account is up to date.

 

3.       One week’s tuition will be charged if a one-week’s notice is not given upon withdrawing a child from the Center.  Withdrawal must go directly to the Executive Director or Assistant Director by formal letter or phone call.

 

4.       Bills will be sent to you only if your Tuition account has a balance due.

 

5.       Our Executive Director should be contacted regarding any questions on your account

 

6.       Any refunds due to the parent/guardian will be processed for payment after the withdrawal date.

 

7.       A payment envelope is used to make all payments to the Center. This includes money for Tuition, Field Trips, (permission slips enclosed), book orders, and donations.  The front of the envelope should be filled in with the amount, check number, name, date, child’s name, and type of payment.  This envelope should be placed in the mailbox, which is located by the Executive Director’s office or in the box in the front office.  If you wish to pay cash, you must pay office staff.

PHILOSOPHY STATEMENT

 

Janesville Community Day Care Center, Inc strongly believes in collaborating with community partners.  Building a foundation that benefits the whole family with the emphasis on the individual child & family by respecting their diversity/culture.  Family relationships are a key component in our program to ensure quality communication. 

Our highly – qualified teachers offer a developmentally appropriate curriculum that will meet the needs of each child as they grow.  The curriculum will include; physical development, language development, early literacy, math skills, science, technology, creative art, health & safety, and social studies. The safe and nurturing environment will enhance the child’s learning experiences.  Children will develop social/emotional skills enabling them the ability to problem-solve and self regulate their behavior.  The center will provide the children with nutritious meals as part of their well-balanced program.

Our ultimate goal is to provide the children with the necessary skills needed to succeed in life.

PICTURES

 

From time to time our staff or media representatives may take pictures of your child to be used for promotions.  It is so nice to be able to promote our Day Care Center with pictures of the children, because, of course, they are the people we all care so much about.  Pictures will be used only if you sign our picture permission form found in our application form. A professional photographer usually takes school pictures, which you may purchase, in October.

1.       A sliding fee scale may be applied for if Tuition Assistance is needed and will be awarded by Committee decision according to need and availability of funds.

 

2.       Your assigned daily rate will be charged even when you drop your child off later or pick up earlier than his or her original scheduled hours.

 

3.       A change of rate will be made only:

a.       Upon completion of change of hours form and approval of change by director or program assistant

b.       When hour usage exceeds your daily rate

 

4.       An Annual Fee of $30.00 is assessed for each child every February. A Registration Fee of $30.00 is required upon enrollment and any time a child returns to the Center after being withdrawn from the program.

 

We ask that you include the Annual Fee along with your regular first week’s Tuition.  Should you withdraw your child from the Center for any reason and later wish to re-enroll your child, if a spot is available, you will need to pay the Registration fee of $30.00.

SCHEDULES

 

1.       For varied day children or whenever changes are needed, varied schedules must be to the Assistant Director by Thursday at 12:00 p.m. for the upcoming week.  If schedules are not in, the schedule will remain the same as the previous week and will be charged accordingly.

2.       Since the state licensing sets the staff ratio and we set our enrollment accordingly, it is difficult for us to allow for change of days for part time children.  When we plan a field trip, special program or special party, we are often able to arrange extra staff to help, therefore we will try to include your child upon request.  Such changes may alter the amount of your Tuition charge.

SMOKE FREE ENVIRONMENT

 

Wisconsin Act 313 prohibits smoking in any licensed Day Care Center, anywhere on the premises, indoors or outdoors, during the hours of operation.

                        Please help us comply by:

 

1.        No smoking in the center parking lot yard, play yard on our property, or in your car while on the premises.

2.        No throwing of cigarette butts anywhere on the premises.

SPECIAL DIETS

 

  1. Janesville Community Day Care Center, Inc. will provide special diets for children who have allergies or other dietary restrictions.

 

  1. According to the USDA regulations, a written note from your physician is needed for our files in order for Janesville Community Day Care Center, Inc. to provide for special diets.

TOYS

The policy on toys is as follows:

CD’s, books, a nap toy, or nap blanket are allowed.

Please leave other toys at home.  WE WILL NOT BE RESPONSIBLE for lost, stolen, or broken toys, therefore, please refrain from bringing anything that is expensive or that you would be devastated if it were missing.  You and your child become sad, upset and angry about lost or broken toys, as do we.  Our job is to teach and care for the children, and that is what we will do.  Special days are sometimes planned at the Center when your child is allowed to bring something from home, however, when possible mark these items.  If somehow your child mistakenly takes a toy, etc. please, please, please, return it the next day.  We do know that this can happen!  Thank you for your cooperation concerning this matter.

TRANSPORTATION

 

1.       An authorized insured bus company provides transportation for field trips.  Please note: buses DO NOT have seat belts.

 

2.       Janesville Community Day Care Center, Inc. occasionally uses a city bus for transportation when the group is small enough & the bus stop is near our field trip point.

 

3.       No staff person is allowed to transport a child, parent, or other persons associated with the Center while working for Janesville Community Day Care Center, Inc. unless authorized by the Center or in an emergency.

 

4.       Transportation for school aged children:

a.       An authorized, insured bus company will transport children to their schools.

b.       An additional charge will be assessed for the use of bus service.

c.       Permission slips and authorization must be completed before the first day of intended use.

d.       Authorized center personnel will transport your child to or from school, if the bus is unable to do so, on an emergency basis only if proper forms are completed in advance giving the Center permission to do so.

When the children arrive a teacher will take attendance.  You will be contacted if your child fails to be present.  It is very important for you to communicate with us concerning any changes of schedule for your child.

TREATS

 

1.       The policy on treats is:  Treats which are permitted for special times such as holidays, or birthdays, may include stickers, pencils, crayons, a small toy or a gift for the room (such as a book, puzzle, game, etc.)

 

2.       NO FOOD ITEMS ALLOWED!!!!!!!

This rule is for the safety and welfare of each child as many children have allergies and diet restrictions.

UNEXPLAINED ABSENCE POLICY

 

1.       Unexplained absence is when a child has not arrived at the center by his or her scheduled time and the parent/guardian has failed to notify the center within a ½ hour of scheduled time in.

 

a.       Three unexplained absences will be cause for the child(ren) to be withdrawn from Janesville Community Day Care Center, Inc. per the discretion of the Executive Director. 

 

2.       Listed below are the following steps:

a.       Step 1  Verbal notification from the center- a staff member will call the parent/guardian at home or work to inquire the whereabouts of the child.

 

b.      Step 2  Written notification from the Executive Director-a staff member will call the parent/guardian at home or work to inquire the whereabouts of the child. Then the Executive Director will follow up with a written letter notifying the parent/guardian that if there is one more unexplained absence the child(ren) may be withdrawn from Janesville Community Day Care Center, Inc. per the discretion of the Executive Director. 

 

c.     Step 3  Child(ren) withdrawn from Janesville Community Day Care Center, Inc. -A staff member will call the parent/guardian at home or work to inquire the whereabouts of the child. The Executive Director will follow up with a written letter notifying the parent/guardian that their child(ren) may be withdrawn from Janesville Community Day Care Center, Inc. per the discretion of the Executive Director effective that day.
